In a paper dated April 2001, Chand Sooran speculated about the merits of an Argentine sovereign declaration of bankruptcy and what the related financial restructuring might look like. Recently, the IMF has started to propose sovereign bankruptcy as a 21st century mechanism for financial restructuring on the national level.
